free cooking up early detection question

i have just spent 25 dollars in procter and gamble products and was wondering is it only some stores or can you use it for any store as long as they sell P&G

From what I understood there was a list of participating stores and you had to get the order form from the same store you bought the products from. Has anyone found a store that had the form?
